Title I

Monitoring

The Title I / NCLB program review aims to ensure that all children in Massachusetts have a fair, equal, and significant opportunity to obtain a high-quality education. The Department, in turn, is monitored by the U.S. Department of Education.

Every six years each school district in the Commonwealth is scheduled for a Coordinated Program Review of state and federal programs. Districts receiving Title I funds undergo a Title I / NCLB program review in the same year they are scheduled for Coordinated Program Review. Title I districts scheduled for a Coordinated Program Review are notified each fall when they must submit documentation for desk review.

• Districts are not required to submit documentation submitted previously via the Title I grant application and amendment processes
• Districts may be required to submit additional records at any point during the process
• Districts should organize their documentation by tab according to the categories below
• All required documentation must be submitted to the Department within 30 days from the date of notification

State Title I Activities Monitored by the U.S. Department of Education

In March 2007 a team from the U.S. Department of Education (USED) reviewed the Massachusetts Department of Elementary and Secondary Education’s administration of the following federal programs:

• Title I, Part A (Basic)
• Title I, Part B, Subpart 3 (Even Start)
• Title I, Part D, (Neglected and Delinquent); and
• Title VII, Subtitle B, of the McKinney-Vento Homeless Assistance Act (Education for Homeless Children and Youth)
