Compliance and Monitoring

Roles and Responsibilities

• Implementation of compliance monitoring in all school districts, charter schools, and education collaboratives through the Department's public school Coordinated Program Review System which addresses the regulated program areas of:
  • Special Education
  • English Learner Education
  • Career/Vocational Technical Education
  • Civil rights and other general education requirements under Title VI of the Civil Rights Act of 1964; The Equal Educational Opportunities Act of 1974; Title IX of the Education Amendments of 1972; Section 504 of the Rehabilitation Act of 1973; Title II of the Americans with Disabilities Act of 1990; M.G.L. c. 76, s. 5; 603 CMR 27.00 and 46.00; and other federal and state laws
• Implementation of complaint management procedures through the Department's Problem Resolution System;
• Provision of ongoing technical assistance regarding the interpretation and implementation of requirements in the regulated program areas;
• Implementation of approval and compliance monitoring of all Approved Public and Private Special Education Schools;
• Review of requests for approval of all Unapproved Private School programs to be priced by the Operational Services Division of the Executive Office of Administration and Finance ; and
• Review and recommendation to the Commissioner concerning regulatory waivers submitted by public and private schools in the area of Special Education.
